Rates of injecting among all treated heroin clients should be interpreted in the light of changes in some countries in the numbers of new heroin clients (see [Table TDI-2] and [Table TDI-3]). In Denmark, Netherlands and Spain the proportion of heroin clients among all new clients has strongly declined. In most countries total numbers of new clients have remained relatively stable.. In some countries data are insufficient to report.
